9. The junction of any private street, cul-de-sac or access road with any street shall be made at right angles, and

(a) where the junction is of a new private street or cul-de-sac with an existing street, the line of the carriageway of the new private street or cul-de-sac shall continue at such angle for a distance of not less than ons hundred feet from the place a which such street or cul-de-sac enters the junction:
