Section 27 which enables the Director to refuse an application for permis- sion to employ an unregistered teacher where the applicant has made any statement or furnished any information which is false in any material particular or by reason of the omission of a materia] particular in such an application:
and Section 47–
"Any person who-
(e) makes any statement or furnishes any information, whether such statement or information be verbal or in writing, which is false in a material particular or by reason of the omission of a material particular, which he either knows or has reason to believe to be false or which he makes recklessly...
