(b) by the insertion after the definition of the expression
"tax" of the following new definition—
""the Commonwealth” shall be deemed to include those territories and their dependencies which are named in the Third Schedule;";

4 of the principal Ordinance is amended-

(a) by the deletion in subsection (1) of the words "his authorized representative" and the substitution therefor of the following-
"his executor or the authorized representative of such person or such executor'";
(b) by the deletion of the comma and the word "or" at the end of paragraph (b) of subsection (4) and the substitution therefor of a full stop:
(c) by the deletion of paragraph (c) of subsection (4);
(d) by the addition after subsection (5) of the following new
subsection-n

"(6) Notwithstanding anything contained in this section, where the Commissioner is of the opinion that any tax deemed to be in default under the pro- visions of subsection (1) of section 71 has for the time being become irrecoverable, he may communicate to the Financial Secretary the names and descriptions of the persons charged with such tax together with particulars of the tax in default."'.
Section 28 of the principal Ordinance is amended by the insertion in paragraph (a) of the proviso after the word “annum" of the following-
"or such other rate as may from time to time be declared by a resolution of the Legistative Council".
5. The principal Ordinance is amended by the addition after Addition
of new the Second Schedule of the following new Schedule-
