(ii) the brakes are capable of being sel so as effec- tually to prevent two at least of the wheels from revolving when the trailer, whether it is attached to the drawing vehicle or not, is not being drawn. (a) The braking system on a trailer shall be so constructed that it is not rendered ineffective by the non-rotation of the engine of the drawing vehicle,

(3) This regulation shall not apply to a broken-down vehicle which is being towed by a motor vehicle in consequence of a breakdown.

Section III-Omnibuses and Taxis.

33. In this Section, unless the context otherwise requires- "back rest"' includes any part of the vehicle which is available for

passengers to lean against;

"emergency exit" means an exit which is intended to be used

only in case of emergency;

"entrance" means any aperture or space by which passengers are

intended to board the vehicle;

"exit" means any aperture or space by which passengers are

intended to leave the vehicle;

"gangway** means the space provided for obtaining access from any entrance to the passengers' seats or from any such seat to an exit other than an emergency exit but does not include a staircase or any space in front of a transverse seat which is required only for the use of passengers occupying that seat;

"permanent top" means any covering of a vehicle other than a hood of canvas or other flexible material which is capable of being readily folded back so that no portion of such hood of any Gxed structure of the roof remains vertically above any part of any seat of the vehicle, or in the case of a double- decked vehicle of any seat of the upper deck of the vehicle.

34. No single-decked omnibus shall exceed ten feet six inches in overall height and no double-decked omnibus shall exceed fifteen feet in overall height.

35. (1) (a) The sum of the weights transmitted to the road Weight.

(2) For the purpose of this regulation the weight transmitted to the road surface by an omnibus shall be taken to be the weight so transmitted by the vehicle when it is complete and fully equipped for service with a full supply of water, oil and fuel and loaded with weights of one hundred pounds per person placed in the correct relative positions for each passenger for whom the vehicle is licensed and for the driver and conductor.

38. (1) The stability of a double-decked omnibus shall be Stability. such that when loaded with weights of one hundred pounds per person placed in the correct relative positions to represent the driver and conductor and a full complement of passengers on the upper deck only, if the surface on which the vehicle stands were Lifted to either side to an angle of 28 degrees from the horizontal the point at which overturning occurs would not be passed,

(2) The stability of a single-decked omnibus shall be such that under any conditions of load if the surface on which the vehicle stands were tilted to either side to an angle of 35 degrees from the horizontal the point at which overturning occurs would not be passed.

(3) For the purpose of conducting tests of stability the height of any stop used to prevent a wheel of the omnibus from slipping sideways shall not be greater than two-thirds of the distance between the surface upon which the vehicle stands before it is tilted and that part of the rim of that wheel which is the nearest to such surface when the vehicle is loaded in accordance with the requirements of this regulation.

37. The system of springing of an omnibus shall be so Springs. designed that there is no excessive body sway.
