3. It is, however, desirable in practice that the General Manager of the Kowloon-Canton Railway should exercine control over Crown land appurtenant to the Railway. These regulations, therefore, provide that the General Manager of the Railway shall be the authority to grant permitz or licences for the occupation of Crown land within the fences or other boundary marks indicating the limits of land appurtenant to the Railway. The regulations get out the purposes for which he may permit the occupation of such land and also the fees which he may charge.
4 Secondly, these regulations make provisions consequential upon the enactment of the Summary Offences (Amendment) Ordinance, 1955. which added a new paragraph to section 3 of the Summary Offencea Ordinance. Regulation & specifies the parts of the Colony in which the Director of Public Works and the District Commissioner, New Territories, respectively, are to be the authorities to graut permite for the purposes of that paragraph, and makes provision for the feer to be payable in respect of permits, granted under that paragraph, for removing earth, torf or stone from Crown land.
6. Thirdly, the opportunity has been taken to revise the First and Second Schedules to the principal regulations.

Explanatory Note.
(This Note in not part of the regulations, but is intended to inuficate their general purport).
The purpose of these regulations in threefold.
2. Firstly, to make provision with regard to the granting of permița or licences for the occupation of Crown land appurtenant to the Kowloon- Canton Railway. The Summary Offences (Licences and Fees) Regulations, 1953, provide that the Director of Public Works and the District Commis- sioner, New Territories, shall be the authorities to grant licences or permits for the occupation of all Crown land in Hong Kong and Kowloon, and the New Territories (excluding New Kowloon), respectively.
