ADDITIONAL INSTRUCTIONS to Our Governor and Commander-in- Chief in and over Our Colony of Hong Kong and its Dependencies, or other Officer for the time being Administer- ing the Government of Our said Colony.
WHEREAS by certain Instructions under the Royal Sign Manual and Signet to the Governor and Commander-in-Chief in and over Our Colony of Hong Kong and its Dependencies bearing date the fourteenth day of February, 1917 as amended by Additional Instructions bearing date the thirtieth day of April, 1938 (which Instructions, as so amended, are hereinafter called "the existing Instructions") provision is made amongst other things for the constitution of the Excentive Council and the Legislative Council of the Colony :
AND WHEREAS We are minded to amend the existing Instrtic- tions in the following manner;
NOW, THEREFORE, We do hereby direct and enjoin and declare Our will and pleasure as follows-
1. Clause V of the existing Instructions shuil be revoked.
2.
Clause VIII of the existing Instructions shall be revoked, without prejudice to anything lawfully done thereunder, and the following clause shall be substituted therefor—

VIII-{1} The Governor shall, so far as is prac- ticable, preside at meetings of the Executive Council.
(a) In the absence of the Governor there shall preside at any meeting of the Council-

may appoint; or
