Provided that, in any case in which the committee is equally divided in opinion without the casting vote of the chairman, any three members of the committee may demand that the point be referred to the Governor for his decision, which shall in every such case be final.
11. (t) The trustee shall cause proper accounts to be kept of all income and expenditure of the Fund, and such accounts shall be audited at least once in every year by an auditor appointed from time to time by the Governor.
(2) A copy of such accounts, together with a copy of a report by the committee on the administration of the Fund during the previous financial year, shall be submitted to the Governor not later than the 31st day of December in every year.

Be it enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, as follows-
1. This Ordinance may be cited as the Gambling (Amend- Short title, ment) Ordinance, 1955.
