Explanatory Note.

(This note is not part of the regulations, but is intended

to indicate their general purport).

The Traffic Regulations enacted in 1935 provided for silent zones where motor car horns are prohibited at night, and in 1948 certain zones on the island were made silent in the day-time, It is considered that

these measures have contributed to safety as well as the convenience of the public. Upon the advice of the Traffic Advisory Committee, silent zones are accordingly prescribed over larger areas on the island and Kowloon, and the whole Colony is made a late night silent zone,

The Commissioner of Police is required to erect warning signs and it is therefore provided that the regulations will not become operative until the 8th day of March, 1954.
