Explanatory Note,

(This note is not part of the by-laves, but is intended to indicate their general purport).

The amendment is designed to allow schools, where the con- servancy fees amount to $200 or more per annum, to pay their fees by quarterly instalments.

It also authorizes the imposition of a surcharge when conservancy fees are not paid on due date. This is a measure to reduce the considerable arrears in payment which occur annually.
