6. Any permit granted under these rules shall be subject to all the General Conditions contained in the Schedule La the Regulations, hereinafter called the General Conditions, together with such special conditions as the Chief Resettlement Officer shall, subject to the particular or general instructions of the Urban Council, in each case prescribe.
7. (a) The fees payable for a permit, other than a tem- porary permit which may be granted without payment of a fee, to occupy a site for the erection and maintenance of any type of structure in a resettlement area shall be as laid down in the Second Schedule.
(b) The full prescribed fee shall be paid in all cases except when a new permit is issued six months, or less, prior to the annual renewal date, when half of the prescribed fee shall be paid.
9. (4) All permit fees for structures in any of the resettle- ment areas shown opposite the reference letters "A", "B", or "D" in the Second Schedule shall be payable by the permittee on demand to an officer of the Treasury authorized in writing by the Chairman to collect such fees.
(b) All permit fees for structures in any other resettlement area shown in the Second Schedule shall be payable by the permittee to the Treasury on demand or within seven days of the renewal date as shown therein.
9. The Secretary may, on being satisfied that any permit has of permits. been accidentally lost, destroyed or defaced, issue a duplicate
permit on payment of five dollars.

10. (a) No person other than the Secretary shall alter, deface or make any erasure on a permit.
(b) No person shall use, or have in his possession with a view to use, a permit which contains an erasure, alteration, or dafacement which has not been made by the Secretary,
(c) All alterations authorized by the Secretary shall be authenticated by his signature for which a fee of $5 shall be payable.
