2. The regulations provide for the issue by the Director of certificates (called Essential Supplies Certificates) to importers in respect of the import of goods for which such certificate la required, subject to auch terms and conditions as to the use and disposal of such goods as the Director may consider necessary. They also provide for heavy penalties for persons making false statements to obtain the issue of a certificate or for the breach of any term or condition upon which it was issued and for the forfeiture of goods in respect of which an offence against the rogulations has been committed.

3. Regulation & provides that any Essential Supplies Certificate issued before the date upon which the regulations come into force shall be deemed to have been made under the regulation with the provision however that a person shall not be liable under the regulations for false statements contained in applications or declarations made before the date of onactment.

4. In addition by regulations 9 and 10 power is given to the Director to call for information relating to goods in respect of which a certificate has been issued and when such goods have been imported to require their production for examination or inspection.

6. Regulation 11 provides for a fee of $5 to be chargeable in respect of each application made for a certificate.

6. The regulations come into operation on 7th March, 1952, by virtue of regulation 12.

RULES MADE BY THE GOVERNOR IN COUNCIL,

In exercise of the power conferred by section 4 of the New Territories Ordinance, the Governor in Council has made the following rules-

1. These rules may be cited as the Markets and Marker Citation. Arcas (N.T.) (Amendment) Rules, 1952, and shall be read as one (Vol. IX, with the Markets and Market Areas (N.T.) Rules.
