Explanatory Note.

For a considerable time the Director of Commerce and Industry has issued certificates certifying that certain goods the subject of embargo and which importers wish to bring into the Cology are required for use în Hong Kong. These certificates have been issued upon the Director being satisfied by declarations and other documents that auch goods would be used solely for the purpose given in the application and that they would not be used or disposed of otherwise or exported from the Colony. It in now considered desirable that legislative provizion should be made for the issue of such certificates and the control of the goods imported thereunder.
