EMERGENCY REGULATIONS ORDINANCE. (Chapter 241),
REGULATIONS BY THE GOVERNOR IN COUNCIL
In exercise of the power conferred by section a of the Emer- gency Regulations Ordinance, the Governor in Council has made the following regulations-

REGULATIONS.
These regulations may he cited as the Emergency Citation, (Essential Supplies) Regulations, 1952.
2. In these regulations-
"Director" means the Director of Commerce and Industry; "Essential Supplies Certificate" means a certificate issued under these regulations or deemed to have been issued under these regulations by virtue of regulation 8.

Explanatory Note.
Under the prevailing system of accounting for house services which comprise chiefly of removing and fixing meters and making connexions to the main, each individual job is costed separately, and the expenditure is charged to a auspense account which will only be cleared on subsequent payment by the public. This involves much labour and great inconvenience and is most unsatisfactory.
The above amendments seek to introduce a new and simple system whereby the suspense Account will be discontinued, all expenditure incurred on house services will be charged direct to appropriate subheads of expenditure and fixed fees will be payable by the public which, on payment will be credited direct to a revenué subhead.

3. (1) The Director or any public officer authorized by Lague of him in that behalf may issue an Essential Supplies Certificate in Supplies Form in the Schedule hereto in respect of goods intended to Certificates. be imported into the Colony.
(2) The granting or refusal of any Essential Supplies Certi- ficate shall, subject to the instruction of the Governor, be in the absolute discretion of the Director or of the person authorized to issue such certificate and such officer may impose any conditions whatsoever on the granting of any Essential Supplies Certificate or may at any time cancel any Essential Supplies Certificate.

(3) Application for an Essential Supplies Certificate shall be made to the Director or public officer authorized by him in that behalf by the applicant completing Form 2 in the Schedule to Form 2. these regulations and furnishing in support of such application such declarations in Forms 3 and 4 and such other documents Forms 3 and information as the Director or public officer authorized by him and 4. in that behalf may require.
(4) Where any goods have been imported under an Essen- tial Supplies Certificate for retail sale to a bona fide Hong Kong consumer the Director or public officer authorized by him in that behalf may require such consumer to make a declaration in Form 5. Form 5.
