62. The payment of every sum of money by or on behalf of a pupil to a Supervisor, manager or teacher shall be forthwith acknowledged in writing by such Supervisor, manager or teacher on a proper form of receipt.
63. The Supervisor of every school shall keep proper books of account, Such account books and vouchers for each item shall be available at ali reasonable times for inspection by the Director or any inspector.

65. No Supervisor, manager or teacher shall appeal to pupila for subscriptions or make or allow to be made collections among the pupils for presents or gratuities or any other purpose without the previous written permission of the Director.
66. In every classroom there shall be kept conspicuously exhibited a certificate, signed by the Director, setting out the inclusive fee for that class. There shall be included in such certificate the following in both English and Chinese-

70. Such principal shall also be responsible as far as within his power for ensuring that the provisions of the principal Ordinance and of these regulations are observed.

72. PART IX.
Educational Requirements for Registered and Unregistered Teachers, Principals and Teachers of EnglisÃ.
67. Only persons possessing one of the following qualifications will be eligible to have their names entered in the register of teachers--
(a) a degree of the University of Hong Kong together with an
approved teacher's diploma;
(6) a degree in education of the University of Hong Kong;
(e) a degree of the University of Hong Kong and 3 years approved
teaching experience in Hong Kong;
(d) a teacher's certificate from the Northcote Training College.
Grantham Training College or Rural Training College;
(e) a Hong Kong Government normal school certificate and 5 years
approved teaching experience in Hong Kong;
(/) a Hong Kong evening institute teacher's certificate and 5 yents
approved teaching experience in Hong Kong:
(e) a cortificate of status as "Qualiffed Teacher" issued by the Hong Kong education department to a teacher who has completed a prescribed course of training and passed a written and practical test, provided that such teacher has 5 years approved touching experience in Hong Kong schools;
(A) in lieu of a degee or certificate as set aut above a degree or certificate of a university or teacher's training college or other educational institution within the Commonwealth or other training approved by the Director as being the equivalent.
68. No person will be given permission to teach sa an unregistered teacher unless he possesses a school certificate issued by the Hong Kong education department or other certificate of education which in the opinion of the Director is at least its equivalent.
69. The Director may withhold permission to teach English in any school unless such person has passed the Hong Kong school certificate examination in English and oral English or satisfies the Director in other ways that he possesses a knowledge of English of at least Hong Kong school certificate standard.
PART XL
School Management Committees and Supervisors.
73. (1) The Director may, by notice in writing to the Supervisor, Conat|bution require the managers of any school to prepare, execute and submit to him of choul for his approval a written constitution in accordance with which the school shall be managed, and within a time to be specified in such notice the Supervisor shall comply therewith.
(2) Every such constitution shall, unless the Director otherwise dicocts—
(a) define the powers and duties of the managers, specify the times and places at which mestings of the managers shall be held, and provide for the voting and procedure at much meetings, the keeping of minutes and records thereof and any queram which may ba required;
(b) define the powers and duties of the Supervisor and of esch other
manager and of the principal;
(e) provide for the holding and administration of the property of the school. the collection, "banking and administration" of its "revenue and the keeping und audit of accounts; and
(d) provide for such other matters in relation to the management of the school and the administration of the property and revenues of the school as the Director may specify in such notica.
(3) The Director may require by notice to the Supervisor any such constitution to be altered or amended, in such manner as he may specify, and such constitution shall be altered or amended accordingly by the managers.
(4) Every such constitution when approved by the Director shall be binding upon the school and the managers and teachers thereof and shell not be altered or amended without the prior approval in writing of the Director.

75. The appointment and dismissal of any member of the toaching Mafority staff or of the principal of any school shall be determined by a majority vota le certain vote of all the members of the management committee of that school.
