THE EMERGENCY REGULATIONS ORDINANCE
(Cap. 241).
REGULATIONS BY THE Governor in Council.
In exercise of the powers conferred by section 2 of the Emergency Regulations Ordinance the Governor in Council has made the following regulations
REGULATIONS.
1. These regulations may be cited as the Emergency Citation. (Control of Minerals) Regulations, 1951.
2, In these regulations— *authorized buyer" means a person licensed under regulation 6; "licensee" means a person holding a valid mining licence or mining lease granted under the Prospecting and Mining Ordinance, 1906;
"mineral" means wolfram, or the orcs of tin or lead: "public interest has the same meaning as in the Emergency
(Principal) Regulations, 1949;
"public warehouse" means the premises of the Hong Kong and Kowloon Wharf and Godown Company Limited, Holt's Wharf, the North Point Wharves Limited and the China Provident Loan and Mortgage Company Limited and such other warehouse as the Director of Commerce and Industry shall by notification in the Gasette declare to be a public warehouse for the purpose of this regulation; "removal permit" means a permit granted under regulation 43 **Superintendent" means the Superintendent of Mines.
Inter- pretation.
3. No person shall possess or have under his power or Unlawful control any mineral unless he is--
posses-
sion
of a mineral.
(a) a licensee; or
(b) the employee of such licensee and is within the area to
which such licensee's lease or licence relates; or
(c) the holder of a valid removal permit; or (d) an authorized buyer:
Provided that nothing in this regulation shall be deemed
to prohibit the storage of a mineral in a public warehouse which has been moved thereto in accordance with these regulations,
