16. (1) The Governor in Council may make regulations regulations, respecting the constitution, general government, discipline, training and instruction of the Force as a whole and in particular respecting-

(a) requirements of efficiency
(b) appointment, promotion and rank of officers;
(c) entry, advancement and reversion of officers and
members;
(d) payment of instruction allowances and bounties; (e) hospital and medical treatment of officers and members;
and
() generally for the better carrying out of the provisions of
this Ordinance.
(2) Notwithstanding the provisions of subsection (1) hereof à Service Commander may, with the approval of the Governor and for the purposes aforesaid, make regulations for the unit of which he is the Service Commander in so far as they are not inconsistent with the regulations made under subsection (1) hereof.
(3) Regulations made under subsection (1) or subsection (2) in respect of the training and instruction of the Force as a whole or of any unit as the case may be shall not be deemed to be ultra wires by reason of their containing provisions enabling al person other than the person making the regulations to sub stitute in his discretion whether generally or in any particula case training and instruction periods differing from those pre scribed: Provided that the training and instruction periods sub stituted shall not exceed in the aggregate the training and in struction periods prescribed and that the regulations indicate clearly what construction shall be placed for the purpose of such regulations on the expression "pot exceed in the aggregate hereinbefore contained.

Calling out.
(2) Every officer and every member so called out shall as- semble at such place as he may be directed by his Service Commander and shall carry out any lawful command.
(3) Every snch officer and every member so called out shall be deemed to be so called out from the time at which he reports. at the place directed by his Service Commander. Any officer or member who fails to report at the place so directed shall be liable to be charged with desertion unless within 4 days he shows good cause to the satisfaction of the Commandant why he was unable to report as directed.
(4) An officer or member who has been called out shall remain so called out for as long as the Governor considers neces- sary and shall only be released from such service by order of the Governor.
(5) In any proceedings whatsoever the production of a copy of a number of the Gazette containing what purports to be a proclamation under subsection (1) hereof, shall for all purposes whatsoever be conclusive proof that the said proclamation was lawfully issued and that the Force, or the part thereof, referred to in the said proclamation, was duly called out on the date which purports to be the date of such number of the Gosette.
17. (1) All officers and members shall when called out or Pay and
