principal regulations.
17. Regulation 137 is hereby amended by the insertion after sub-regulation (3) of the following sub-regulation-
"(4) It shall be lawful for the Governor to declare that the whole of these regulations shall come into force, notwithstanding that at the time of any such declaration part or parts of these regulations or particular regulations or parts thereof may have already been brought into force in pursuance of the powers conferred by this regula- tion, and, in any such event, such declaration shall be operative to bring into force any part of these regulations not in force at the time that any such declaration is made save and except any part or parts, regulations or sub- regulations which such declaration declares shall not come into operation."
Regulation S confers on authorized officers powers of detention conferred upon, His Majesty's Forces and local forces by regulation 29 of the principal regulations.
5 Regulation 116 has been recast to widen its scope and to simplify. For the sake of conformity regulation 113 has been amended sa as to make life imprisonment the penalty for offences under that regulation relating to arms, ammunition or explosive substances.
6. Regulation 15 confers on authorized officers powers already conferred on His Majesty's Forces and local forces by regulation 128 of the principal regulations in connection with the removal and search of persons trespassing or litering in the vicinity of warships, military vessels or premises used for easential services.
7. The Emergency (Control of Ships and Aircraft) Regulations, 1949, arc repealed because similar provisions are contained in regulations 50 and ál of the principal regulations and they are now being brought into force.

Explanatory Note.
The regulations make two important innovations-
(a) they enable the Commissioner of Police and police officers acting with his express authority to commandeer meane of transport and other articles in an emergency. See the new regulation 67A introduced by regulation 10 of the above regulations.
(b) they authorize the Commissioner of Police to close and control roads and travel by vehicle and to restrict temporarily movement within territorial or colonial waters. See the new regulation 58 introduced by regulation 8.
2. Sub-regulation (1) of regulation 21 as previously drafted required that types of apparatus should be specified which could be readily adapted for the purpose of wireless transmission, and further that articles should be specified which are capable of forming part of or facilitating the use of wireless transmitting apparatas. In view of the large number of articles in common use which might be affected, it is better to recast this sub-regulation to omit this need for specification. It is necessary to have adequate powers to deal with illegal transmitters and the new sub-regulation will assist in this by providing for the oms of proof that say apparatus or article found in circumstances which lead the competent authority reasonably to suspect that it is being used for or in connection with illegal transmission, to be placed upon the person found in possession.
3. Regulation 65 has been replaced to clarify and to ensure that a vessel or vehicle which has refused to stop may be searched as soon sa it has been stopped.
