Meeting to be held on Wednesday, 6th July, 1949, at 2.30 p.m.

(a) The most effective means of achieving this object

ja a more fundamental modification of the Constitution of the Legislative Council,

Therefore in order to make known to His Majesty's Goverment as soon as possible the present views of the Colony it is hereby moved that for the purpose of affording the .... inhabitants of the Colony à fuller and more responsible share in the management of their own affairs :

(1) The present proposals for the establishment of a

Municipal Council. be abandoned;

(2) The Legislative Council should be constituted as

follows :

A Council of 17 with an official membership of 6, including Him Excellency the Governor, and an Unofficial membership of 11 consisting partly of wombero elected by qualified residents of British Nationality and partly of members nominated by the Governor, The Governor to have an original má casting vote arki the usual reserva power. (3) After the constitution of the Legislative Coumnall has been modified as above indicated the nov Legislative Council should consider whether and, if no to what extent, the constitution of the Urban Council should be modified with the viow to securing for the Urban Council a greater measure of direct representation and an increase in its finangfal and administrativo powers in municipal affairs.

(1) The Financial Secretary to move the following resolution :-

Resolved pursuant to the proviso to section 3 of the Note-issuing Banks Extension of Powers Ordinance, 1939, an modified by the Law Amendment (Transitional Provisions) Ordinance, 1946, that thia Legislative Council hereby extends the powers of all the nota-issuing banke to rede, issue, re-issue and circulate notes until and including the 12th day of July, 1950.

(2) The Financial Secretary to move that the supplementary provision for

the fourth quarter ended 31st March, 1949, Schedule No. 4 of 1945-49, be approved.

(3) The Attorney General to move the First reading of :-

(4) The Attorney General to move the Second and Third readings of :-
