19. (1) This Ordinance, other than sections 11 and 18 bereof, shall come into operation on the first day of April, 1949.
(2) Sections 11 and 18 shall come into operation on the date of publication of this Ordinance and shall thereupon be deerced to have been in force from the commencement of the principal Ordinance.
