"(3) Where goods have been declared to be forfeited under the provisions of the foregoing sub-section upon information sup- plied by a person other than a public servant, it shall be lawful for the administrator, subject to any general or special instructions of the Governor in Council, to authorise the payment to such person of an account, not exceeding one-quarter of the proceeds of sale realised or to be realised upon, the sale of such goods, which he considers will coustitute an appropriate reward, the event of such person being a person employed by the Chinese Maritime Customs any reward payable under this sub-section shall in lieu of being paid to such person he paid to such official of the Clunese Maritime Customs as may, in the opinion of the admini- strator, be authorised to receive it.'
