By His Excellency Sir WILLIAM PEEI., Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Knight Commander of the Most Excellent Order of the British Empire, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies, and Vice- Admiral of the same.
Whereas by the second section of the Commissioners Fowers Ordinance, 1850, it is enacted that the Governor in Council shall have power to nominate and appoint Com- missioners under the Public Seal for the purpose of instituting, making, and conducting any enquiry that may be deemed ad- visable and for reporting thereon :
And Whereas the Governor in Council has deemed it advisable that a Commission be appointed to enquire into the causes and effects of the present trade depression in Hong Kong and make recommendations for the amelioration of the existing position and for the improvement of the trade of the Colony:
Now 1, Sir William Peel, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Knight Commander of the Most Excellent Order of the British Empire, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies, and Vice-Admiral of the same, with the advice and consent of the Executive Council hereby appoint-
