Governor.

By His Excellency Sir REGINALD EDWARD Sroups, Knight Commander of the Most Distinguished Onder of Saint Michael and Saint George, Governor and Commander-in- thief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same.

Whereas by the second section of the Commissioners Powers Ordinance, 1880, it is ruacted that the Governor in Council shall have power to maminate and appoint. Com- missiouars under the public seal for the purpose of iustitating, making, awl cutieting any enquiry that may be deemed advisable and for reporting thereon :

Aud Wherons the Governor in Council has deemed it advisable that an enquiry should be instituted, made, and conducted as to the arrangevents at prosent existing in Hongkong for dealing in stocks and the shares of public companies;

Now I, Sir ResALD Epward Strass, Kaigla. Commander of the Most Distinguisher! Order of Saint Michael and Salut George, Governor and Coomamder-in-Chief of the Colony of Hongkong and its Dependancies, and Vice Admiral of the summe, with the advice and consent of the Executive Council, hereby appoint you :-

The Honourable Mr. RUBERT Honacs KOTEWALL.

Mr. Action Howard HARLOW,

Mr. DALLAS Gerald Mercka Bernard.

to be Commissioners for the purpose of instituting, making, and conducting such umuiry :

And I do also appoint you, the said Sir Chaco SEVERS, to be Chairman of the said Commissioners :

And I do also appoint Mr. William James Carrie to be Serrotary to the said Commissioners:

And I do further, with the advice and consent of the Executive Comcil, order and direct that the said Commissioners shall have all the powers, rights, null privileges set out in the third section of tho said Ordinance:

And 1 do further require you, the said Commissioners, to report to me your lindings in the matter of the said enquiry and your recommendations at as early a duto s possible,
