same:
I, Sir Francis Hexey Mar, KOMG, Governor and Commander in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same being satisfied thereof by information received by me do hereby proclaim that war has broken ont between His Majesty and Bulgaria.
