By His Excellency Sir FREDERICK Jons DeanTRY LuGard, Knight Commander of the Most Distinguished Order of Saint Michuel and Saint George, Companion of the Most Honourable Order of the lath, Companion of the Distinguished Service Order, Governor and Commander-in-Chief of Hongkong and its Dependencies and Vice-Admiral of the same.

Whereas by section 6 of Ordinance 10 of 1886, entitled---The Pence Preservation Or-. dinauer, 1886, it provided among other things that :-

Whenever it shall appear to be necessary for the preservation of the public peace of the Colony, it shall be lawful for the Governor-in-Council to declare by Proclamation to be published in the Gazette that the Colony shall be subject to the provisions of sections ↑ to 14 of the said Ordinance.

And whereas it appears to me in Executive Council that such necessity exists ;

Now, therefore, I, Sir FREDERICK Jons DeaLTRY Luwaun, Knight Commander of the Most Distinguished Owler of Saint Michael and Saint George, Companion of the Most Honourable Örder of the Bath, Companion of the Distinguished Service Oriler, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice Admiral of the same, in pursuance of the said section and by virtue of the authority in me rested, do hereby nuder my hand declare and proclaim that the Colony of Hongkong shall be subject to the above quoted provisions of the Ordinance aforesaid.

Given under my hand nail the Public Sent of the Colony, at Victoria, Hongkong, this 3rd day of November, 1008.
