By His Excellency FRANCIS Besur May, Companion of the Most Distinguished Order of Saint Michael and Saint George, Officer Administering the Government, and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.
Whereas the Right Honourable the Secretary of State for the Colonies has directed that the fol- lowing additional rules shall be observed during the continuance of the war between the Empires of Russia and Japan, the iububitants of this Colony are hereby warned accordingly.
RDLES.
1-During the continuation of hostilities no coal should be supplied to war-ship of either belligerent power except on the written authorisation of the Harbour Master specifying the amount of coal which may be supplied.
2. Before issuing any authorisation for the supply of coal to any belligerent war-ship the Harbour Muster shall obtain a written declaration, duly sigued by the Officer Com- manding such war-ship, of the destitution to which she is proceeding and of the amoUE of coni already on board.
