A revised edition of the Education Ordinance, 1913, was published during the year, but no considerable amendments were made. A new set of regulations to be made under the Ordinance was passed to come into force on 1st January, 1940.
The University.

The University of Hong Kong, which was incorporated in 1911 and formally opened in 1912, reached the twenty-seventh year of its existence in the year under review. The buildings, including classroom accommodation for about 500 students, six hostels, laboratories, residences for the staff, the students' Union, a gymnasium, workshops, and playing fields, occupy an area of thirty-six acres.
During the year under review, the revised Ordinance and Statutes of the University were published in the Government Gazette. The amendments incorporated in the revised version of the Ordinance involved no fundamental change in the scope and effect of the Ordinance. They have been designed rather for the purpose of clarifying and validating provisions which have already been enacted by the original Ordinance and by the amending Ordinances and Statutes passed since 1911.
515 students were on the rolls during 1939, viz. 507 undergraduates and 8 external students. The large majority of these students were of Chinese nationality.
Since September, 1938, facilities have been afforded to 500 refugee students of Lingnan University, Canton, to continue their studies under their own professors and lecturers at Hong Kong University.
Of the 507 regular students in 1939, 408 were men and 99 women students. There were also 8 external students, 4 men and 4 women.

This deficit will be met from the credit balance of the Income and Expenditure Account of previous years, which stood at $69,389.07 at the beginning of 1939.
