22. During the year 14 candidates were examined for Certificates of Proficiency in W/T, 11 of whom successfully passed the examination and 3 failed.
23. As an experiment the branch offices named below, all of which are connected to the Central Office by landlines, were opened for the public telegraph service.
YAUMATI, situated in Yaumati Branch Post Office opened 25th November, 1930, for acceptance and delivery. This office has not been the success anticipated, probably owing to the fact that most of the businesses in the district are small and purely local with head offices in Hong Kong.
SHILUNGWAN, situated in Sheungwan Post Office near the Western Market, opened 11th April, 1931, for the acceptance of telegrams only. Owing to its position in the heart of the principal Chinese business district this office has been an unqualified success, the average number of telegrams accepted daily being 136.
KOWLOON, Situated in grounds of Royal Observatory, opened 4th May, 1931, for acceptance and delivery of telegrams. This office which is useful as a delivery centre for Kowloon is not extensively used by the public for handing in telegrams, probably owing to the fact that it is situated in the Observatory Grounds, which are some distance from the main road.
