# REPORT OF THE HEAD OF THE SANITARY DEPARTMENT.

## 1. SANITARY BOARD

The following were members of the Sanitary Board during the year:

President, the Head of the Sanitary Department, Mr. D. W. Tratman from 1st January to 9th February, Mr. N. L. Smith from 10th February to 31st December, for whom Mr. G. S. Kennedy-Skipton acted from 16th to 28th October.

Vice-President, the Director of Public Works, the Honourable Mr. H. T. Creasy.

The Secretary for Chinese Affairs, the Honourable Mr. E. R. Hallifax, C.M.G., C.B.E., for whom Mr. D. W. Tratman acted from 3rd March to 9th December. The Medical Officer of Health, Mr. W. W. Pearse, M.D., D.P.H., for whom Mr. A. G. M. Severn, M.D., D.P.H., acted from 1st January to 23rd January.

Lieut-Colonel S. Boylan Smith, D.S.O., O.B.E., R.A.M.C., appointed on 14th December vice Lieut-Colonel F. G. Fitzgerald, D.S.O., R.A.M.C., resigned.

## 2.—LEGISLATION

The following By-laws were made by the Board.

1. The Aerated Water Manufactories By-laws for the regulation of Aerated Water Manufactories were made by the Board and approved by the Legislative Council.

2. The Food-preserving Establishments By-laws made by the Board have not yet been placed before the Legislative Council as the Government advised that the time is not opportune for such legislation until conditions are more normal.

3. The Disinfection of Infected Premises and the Removal of Patients By-laws were amended by the Board and approved by the Legislative Council so as to include therein Rabies as a notifiable disease.

4. The Scavenging and Conservancy By-laws were amended, mainly for the definition of areas where the Department's scavengers have been introduced to replace those of Contractors. This amendment did not receive approval of the Legislative Council in 1925.

## 3.—DEPARTMENTAL STAFF

Dr. G. W. Pope took over duties of Additional Assistant Medical Officer of Health on 12th November 1925.

Capt. M. J. Reidy took over the duties of Assistant Colonial Veterinary Surgeon on 2nd January 1925.

Inspectors:

The Establishment was increased by the appointment of five Second Class Inspectors.
