Harbour Developments.
A proposed development of the North-East corner of Hunghom Bay is designed to provide for the discharge and storage of imported coal and oil. A coal storage area is to be formed on three sides of a junk basin which will afford 1,375 feet of junk berthage, having a depth of 12 feet alongside at L.W.O.S.T.
Two piers, 350 feet in length, are to be constructed for the discharge and/or loading of coal. A pier, 300 feet in length, will serve for oil tankers to come alongside for the purpose of discharging fuel oil through pipe lines to storage tanks.
(f) Kowloon Point. — This scheme provides for the reclamation of a strip of land 100 feet in width parallel to the present frontage road of the Hongkong and Kowloon Wharf and Godown Company's premises, and the construction of four jetties therefrom, in a South-Westerly direction. These jetties are designed to form ship and junk basins.
The carrying out of this scheme involves the construction of 7,140 feet of steamer wharfage, having depths of water alongside varying from 30 to 36 feet at L.W.O.S.T., and 4,930 feet of junk berthage having 12 feet of water alongside.
As regards the other portions of the harbour front, a scheme for the development of Kun Tong Bay is designed to show the possibilities of development in this neighbourhood. The seaward limits to which reclamations may be carried out, as fixed by the Town Planning Committee in 1922, were generally adopted.
It is proposed to carry out protective works at the Western Entrance of the Causeway Bay Typhoon Refuge. These works are rendered necessary by the construction of the Praya East Reclamation. Pending the provision of shelter in the Hunghom Bay Scheme, it is suggested that a temporary typhoon shelter be constructed on the East side of Kowloon Bay. Having regard to the amount of additional shelter which will be afforded by the construction of the proposed scheme of developments, it is recommended that no protective work should be carried out at the entrances to the Mongkoktsui Harbour of Refuge.
The report, which was signed by Mr. John Duncan, M. Inst. C.E., Port Engineer, was accompanied by two diagrams and eleven drawings.
2. Praya East Reclamation Scheme. The works under this scheme were referred to in paragraph 159 of last year's Report and were placed under the control of the Port Development Department in August.
