As already observed the Public Works may be considered as merely providing, with the reception of five miles on the south, necessary to complete the circuit of the Island. The principal remaining sources of initiatory and Extraordinary expenditure are the Church, the Government offices and Court of Justice, and the Governor's residence, which last I am quite content to postpone until all others are completed. - The whole of these works will be proposed to Your Lordship in Plans and Estimates, to be sanctioned before they are entered upon.
