associations collect signatures. Some people raise funds for people suffering from the flood disaster in South China. They question if we need to turn down all applications. Let me point out here the purpose of our motion. Don't forget we have a question today about refuse collection at private buildings. We all know that if we put bags and bags of refuse by the side of refuse collection bins, we may be prosecuted for disposing refuse improperly. There are many old districts in our urban area. Many kaifongs have no access to refuse collection services. There should be some flexibility in our policies, or put it this way, we do not send health inspectors to prosecute those who dump bags of refuse each night as a matter of policy. It is obvious that for a motion carried in this Council, the policy behind should be target-oriented and flexible. This is how the problem can be solved.
I hope Members will support the purpose of our motion. We want to see those mobile stall operators carrying out commercial promotion activities be prosecuted. I hope and believe that at the stage of the matter being studied by the relevant Select Committee, we can take a full review of the methods and procedures with a view to working out the details.
