I.

CONFIRMATION OF THE MINUTES OF MEETING HELD ON 2 FEBRUARY 1999

The minutes of meeting held on 2 February 1999 were confirmed.

II. PAPER LAID

The following paper was laid - Report to the Provisional Urban Council by the Secretary, Provisional Urban Council, for the month of February 1999.

III. QUESTIONS

(1) Mr. Lee KWOK-KEUNG asked the following question (in Cantonese): ‘There have been press reports that staff canteens and club houses in police stations are involved in the sale of liquor without licences. In this respect, I have the following questions:

(i) How many staff canteens and club houses in police stations are there throughout Hong Kong? Is it true that all of them have never applied for liquor licences?

(ii) How long have staff canteens and club houses in police stations been involved in the sale of liquor without licences?

(iii) Would the Police be in conflicting roles if staff canteens and club houses in police stations are involved in the sale of liquor without licences while the Police Force is the department to carry out inspections and prosecutions under the liquor licensing ordinance? Would the Liquor Licensing Board conduct an investigation into the matter?’

Mr. Sam Stephen Wong Hon-ching, Chairman of the Liquor Licensing Board, replied as follows (in Cantonese): This three-part question asks about liquor licensing matters in messes and staff canteens in police stations.

On the first part of the question, there are 54 Officers’ Messes, 44 Non-Commissioned Officers’ Messes and 53 canteens serving some 70 police formations including Police Headquarters, Police Training School and the
