spirit of martial art and martial art films, commemorating Bruce LEE, the most representative star in the field, will gather influential power. There are of course a lot of outstanding personalities in the Hong Kong film industry, especially the martial art film industry. Bruce LEE was the best of the best. It is something well recognized. To remember an international star and project into the international market helps enhance Hong Kong's international standing.

Mr. Chairman, with the above remarks, I oppose the amended motion and support the original motion.

MR. ALBERT LAI WING-LIN (in Cantonese):—Mr. Chairman, many people look to Bruce LEE as a superstar, but there were a lot of gossip when he passed away. For our next generation, the information should be considered negative. When the name Bruce LEE is mentioned, I think of his image as 50:50 of merits and demerits although others may say 70:30. I think we should consider it fully before setting up a memorial gallery for one of 50:50 in merits and demerits. All those above the age of 40 know clearly what the situation at his death was whereas the younger generation know of him as someone with expertise in martial art. When we consider dedicating a gallery to someone, we should see if he was a symbol of perfection. If he was one, we should affirm his integrity and set up a gallery for him with no reservations. If there is doubt, we should give the case more in-depth consideration.

Allow me to move a procedural motion here. I suggest that the motion be discussed fully by the relevant Select Committee before we decide whether to dedicate a gallery to him.

Chairman (in Cantonese):—I understand that we need someone to second the procedural motion. What I need to consider now is how to handle what follows.

Mr. Lai Hok-lIM (in Cantonese):—A Member has to second the procedural motion before it can be brought in.

Chairman (in Cantonese):—I am now reading Section 18(1) of the Standing Orders on termination of debate and deferment of the motion. A Member may at the conclusion of a speech of another member move the subject of debate be referred to or back to a Committee for handling. If the Chairman thinks the question has been sufficiently discussed at the meeting, we can put the motion to the vote subject to the right of reply given by Standing Orders 21(16).
