As to the other part on environmental hygiene, prosecution against hindrance to cleansing work also comes into question. In the same way as I respond to Mr Lai's earlier question, let me say we can invoke Section 4A of the Summary Offences Ordinance to clear away objects and take out prosecutions.
IV RESUMPTION OF ANNUAL CONVENTIONAL DEBATE
(1) Debate on the following motion moved by the Chairman at the Annual Conventional Debate of the Urban Council on 12 January 1999 was resumed:
"This Council endorse the Statement of Aims for 1999/2000.”
He said (in Cantonese):-Members, I now exercise the authority to respond to the following motion. The Council endorse the Statement of Aims for 1999/2000."

Members, for the first time in my services with the Council, I had the privilege to note Members' methods of expression in this Annual Conventional Debate. They varied from singing songs, quoting proverbs from ancient Chinese literature, ching. Some appealed to tearing up the consultative documents for review of district organizations. Some even went as far as making use of cartoons from newspaper cuttings to illustrate a point. In all, there were expressions of dissatisfaction, resentment, frustration and total negativism, and even indignation. All of them delivered a message, loud and clear, that the Government is not acting in a fair or democratic manner in the handling of the review of district administration.
Review of district organizations
The most single common topic discussed by the majority of Members was about the Review of District Organizations by the Central Government. The Government proposal intended to abolish the two elected provisional municipal councils after their terms of office at the end of this year. This intended abolition is being forged ahead despite objections against it by various motions carried by vast majority in both Municipal Councils and endorsed by a LegCo debate. The two Municipal Councils have formed Working Groups to present facts, to collect public opinions, to lobby authorities concerned and to submit alternative solutions for the problems now identified. The two Councils have proposed “One Council, One Department" concept, namely, one elected Municipal Council to monitor the works of an executive Government Department, to carry out its
