Rather, the majority of remarks were directed at the SDB representatives then, such as querying about the SDB's transparency, its funding arrangements and subvention principles. It shows that the present framework has not gone down well with the sports community.

Lastly, our party thinks that Mr. WONG's motion is a very worthy one. Today, the development of sports services should not solely rest on amateurs. Instead, the Government should put in more resources and carry out a full review in this regard. With a sound sports framework, it is hoped that sports activities in Hong Kong will develop better, and only then can the people really benefit from it. I support Mr. WONG's motion.

MR. CHIANG SAI-CHEONG (in Cantonese): Mr. Chairman, I am highly supportive of Mr. WONG Man-chiu's motion. Hong Kong's current policies on sports deserve to be criticized in many ways. Since the PUC is a major provider of sports venues, I would like to discuss how to improve the quality of our sports facilities. Actually, we have discussed this issue in the past. Today, I would like to talk about the seating in sports venues and this concerns the watching and enjoyment of sports events. Many sports associations have given us advice as to how the PUC venues and facilities (including the seating in sports venues) can be upgraded. Though the PUC has some larger venues such as the Hong Kong Stadium, Siu Sai Wan Sports Ground, Hong Kong Coliseum and Queen Elizabeth Stadium, seating capacity in other venues is limited. If the motion is carried today, I hope the PUC will consider improving the existing facilities in its venues as soon as possible.

Many sports associations (such as the Hong Kong Football Association and a good few others) have suggested setting up a venue for use as a home base and for training purpose. If this motion can be carried today, I hope and believe that the PUC will positively make early improvements so as to fulfil what is being suggested in the motion. We hope to make a successful bid for the Asian Games so that we can host this meaningful international event. Finally, if the motion can be carried, it will certainly have a positive effect for the Government to bid for holding the Asian Games. Hosting the Asian Games in Hong Kong will give a fresh boost to our society, economy, tourism and retail business. Thank you. With these remarks, I support the motion.
