Chairman (in Cantonese):—was just about to write a brief note to the proposer of the original motion Mr. Wu Chi-wai to ask him, when exercising the right of reply, to point out any inappropriate allegation made by Mr. Lam and to respond to his remarks. I think this would be a better way to handle the matter.
MR. LAI HOK-LIM (in Cantonese):—I am making this request in accordance with Standing Order 21(10) on 'Interruption by Members'.

MR. CHRISTOPHER CHUNG SHU-KUN (in Cantonese):—Mr. Chairman, please enforce the Standing Orders and ask Mr. Lai Hok-lim not to interrupt the speech. I have heard only part of the speech and have not heard the whole. This affects my mood. It would be better to ask Mr. Lam to resume speaking again.
Chairman (in Cantonese):—I now give a ruling. Standing Order 21(10) states that, 'No Member other than the Chairman shall interrupt another when speaking'. This means both of you shall not interrupt 'except by rising to a point of order. The point under argument seems to be unrelated to points of order. It is about doubtful points in the speech or other problems. There will be a chance to respond to this later. or in personal explanation of some material part of a speech made by him during the same debate which appears to him to have been misunderstood by the Member speaking. A Member so rising shall be heard forthwith.' What I mean is that Mr. Wu Chi-wai, the proposer of the original motion, will exercise the right of reply on this matter later.
MR. LAI HOK-LIM (in Cantonese):—Thank you for your ruling, Mr. Chairman, but I hope that Mr. Chairman is fully aware that I have the right to make this inquiry in accordance with the Standing Order. Thank you, Mr. Chairman.
