to formulate policies for execution by government departments and a relevant committee will be formed to give opinions. If in future that kind of change is really to take place, we will need to have legislative recognition or the grant of funds to implement it. Legislation or grants will still have to be approved by the Legislative Council and government will not be possible to decide things unilaterally. That is to say, the future policy bureau or executive office will, like other government departments be subjected to questioning and supervision of the Legislative Council. But then, after the abolition of the two Municipal Councils, supervision on municipal matters will inevitably not be as direct, in-depth and intensified as under the present set-up. For this reason alone, there is no sufficient reason to support the allegation that government will have executive dictatorship.

Mr. Chairman, if a motion is moved as an open motion, then to win the support of all or the majority of Members, the motion should best be fair, neutral and pragmatic.

Mr. CHAN Kwok-leung called me a gentle school principal who would say thank you for swallowing a cockroach. Yes, I did swallow cockroaches when I was small. I grew up in my native village where western medicine was uncommon and cockroaches were the traditional prescription to cure. I did eat cockroaches and I thank my family for giving me cockroaches. However, that is beside the point. I am not saying that we have to say thank you even if government makes a mistake. Let us leave cockroaches out of this. If we have been aggrieved, we should speak up and win others over with reason and rationale.

By moving an amendment motion, I do not intend to belittle the original motion. I have absolutely no intention to divide Members in our concerted efforts to fight for 'One Council One Department' either. All I want is to build a better image for the Council through a more cautious motion debate so as to win more public support and more recognition from Legislative Councillors.

Mr. Chairman, with the above remarks, I move the amendment and hope to win the support of fellow Members. Thank you.
