PROVISIONAL URBAN COUNCIL
MR. JOSEPH CHAN YUEK-SUT (in Cantonese):- Mr. Chairman, as I am not a member of the Steering Committee, Mr. CHAN may not be satisfied with the answer from me. However, I will try to answer in brief from what I know. I do not wish to comment on whether the Steering Committee jumped the gun. I leave it to you, fellow Councillors. I do not think it is appropriate for me to give my personal views either. If you think we should discuss in detail about jumping the gun, a proposal can be made to the Whole Council. It is better for us to get the concerted view of all members. I am not prepared to comment as Chairman of the Select Committee.
The second point concerns the existence of behind-the-scene operations. I don't think it is appropriate for me to give my personal views either. As a matter of fact, the Chairmen of both Municipal Councils sit on the Steering Committee and the Directors of the two municipal services departments attend the Committee's meetings. We may as well request the Chairman to brief us on the proceedings of meetings of the Steering Committee and the resolutions carried.
Point three concerns the view that compelling litter bugs to sweep the streets is an insulting penalty in the model of the Cultural Revolution. The Select Committee has yet to discuss this thoroughly and we have not consulted legal opinion. On the question of human rights, this Council will only comment after seeking the views of legal experts.
Mr. Chairman, I have finished. Perhaps Mr. CHAN is not yet satisfied with the reply.
CHAIRMAN (in Cantonese): On this, I think it may be difficult from the standpoint of Mr. Joseph CHAN to give a full reply to Mr. CHAN Kwok-leung. As Mr. Joseph CHAN said, he is not a member of the Steering Committee. I think some parts of this question can be referred to the relevant committee for follow-up. When the Steering Committee decides to present a document through the Urban Services Department, members will have sufficient opportunities to speak their views.
Does anyone else want to add on this? If not, we proceed to the next item on the agenda - motions.
