different from the proposals given in the government consultation paper. Citizens may rate the service performance of the two municipal councils as good or bad, but they do not passively want disbanding of the two councils or everything staying put unchanged. On the contrary, they support merging of the two municipal councils as the solution. Furthermore, public opinion clearly indicates that district organisations should be fully directly elected and that there should be a combined municipal council to be in overall charge of food safety and environmental health functions.
