I now move under Standing Order 15(J) that 'Standing Order 14(2) be suspended, that is, the requirement that a motion must be submitted in writing 12 full days in advance be waived.' Any seconder?

MR. TAM KWOK-KIU (in Cantonese):-I object to the suspension of the Standing Order. A number of Members have put forth a lot of views and the Working Group too has made much effort. In fact there is no urgency at all in voting on a motion hurriedly at today's meeting, because a lot of our colleagues have no idea beforehand of the contents of the motion we are going to vote on while others are not present today. This would be unfair to those who are not present today.

Secondly, there will be a meeting of the Standing Committee next Tuesday, which is still within the consultation period. I therefore object to the suspension of the Standing Order.

Chairman (in Cantonese):—Good. We will now cast our votes. Are the computers working now? They are.

Under Standing Order 15(J), I now move that we will vote on the motion which reads 'Standing Order 14(2) be suspended, that is, the requirement that a motion must be submitted in writing 12 full days in advance be waived. Voting for it means supporting the suspension of Standing Order 14(2). Those who are not in favour of it please vote against it.

Has everyone cast his vote? Good. The result is that the motion is carried with 26 for, should be 27 including Mr. Daniel To's vote, and 4 against the suspension of the Standing Order.

Under Standing Order 15(J), the motion, which read 'Standing Order 14(2) be suspended, that is, the requirement that a motion must be submitted in writing 12 full days in advance be waived', was being voted on.

The motion was carried with 27 for and 4 against.
