representative structure, however, the Democratic Party has some reservation. 'We are in favour of early elections so that the existing provisional district organizations will be replaced.
I also wish to take the opportunity to respond to the point raised by Hon. Ambrose CHEUNG concerning his motion to be moved at the meeting of the Legislative Council on 29 July. I consider that if so worded, the motion basically would be useless. I am sure Hon. Ambrose CHEUNG does represent some of the Councillors here, because he is elected by them. Hon. Ambrose CHEUNG should be aware that despite factional differences, Councillors of various political parties have a clearly defined and unified position on the re-organization of the municipal councils. I hope that he is able to grasp exactly our views and will amend his motion which is devoid of a clear stance. I also hope that in case he fails to do so, Members who are both Urban and Legislative Councillors will be able to devise a motion which meets public needs and illustrates the Council's clear position, and present it as an amended motion on 29 July. Mr. Stanley NG Wing-fai (in Cantonese):—Just now Mr. Chan Choi-hi had some unfair allegations about the Democratic Party's questionnaire survey and I have to defend against them.
There were eight questions in the questionnaire. The first few questions asked the respondents whether they were aware of the Consultation Document on Review of District Organizations and whether they were satisfied with the performance of the Council. These normally are the introduction to a questionnaire......
Mr. Chan Choi-hi (in Cantonese):—Mr. Chairman, I wish to clarify that I did not criticize the wording of the Democratic Party just now. I would ask him to be more careful in his choice of words.

As it was a telephone survey, only eight questions were designed. Of them, the sixth, seventh and eighth questions focused on the respondents' primary concerns.
The sixth question provided a number of options, including the options recommended in the Consultation Document on Review of District Organizations, for the respondents' free choice.
The seventh question was the key question, asking whether the respondent agreed that the functions relating to food safety and environmental hygiene be
