PROVISIONAL URBAN COUNCIL

MR. SUEN KAI-Cheong (in Cantonese):—At present, the annexes of some of the documents are not uploaded onto the Document Management System currently used by Members, such as maps, pictures, photographs, plans and lengthy appendices. If these materials are required, it will be necessary to carry out programming conversion. Moreover, the presentation of papers, especially the pre-1998 ones, on the Document Management System is not satisfactory, and therefore, if only the post-1998 documents were published onto the Internet, the work involved would be simpler. The Document Management System has kept documents of the meetings held after 1990 and some of these papers are either in English or in Chinese only. If bilingual papers were to be published onto the Internet, an enormous amount of translation would be necessary. It is therefore not simply a matter of programming conversion.

Mr. Wu also asked whether I would be certain that the post-1998 documents could be published onto the Internet. I think it is feasible. As I have already mentioned in my written reply, we will leave it to the IT Sub-Committee to work out the timetable and details of implementation.

Mr. Wu Chi-wai (in Cantonese):~I wish to follow-up on one point. Members are all aware of the kind of materials we could read on our computer system. What we aim at is that the materials we could read on our system will also be published onto the Internet. In other words, according to the written reply, the committee papers which we have studied from 1998 onwards will easily be published onto the Internet. I hope that the Chairman of the Select Committee will clearly instruct the Department and consider publishing the information on Members' systems onto the Internet.

IV. MOTIONS

(1)(a) MR. STEVEN HUNG CHUNG-FUN moved:

'Since the Provisional Urban Council is facing a deficit crisis, RESOLVED that the Council do not organize any Composite Overseas Study Visits in the year 1998/1999 in order to save expenses.'

He said (in Cantonese): Mr. Chairman, the heading of the motion I move today is:

'Since the Urban Council is facing a financial deficit, no overseas study visits should be organized.'

I know that an amendment has been proposed by the Liberal Party, which is more progressive than the motion moved by the Democratic Party. I wish to state my stance, and that is, we will support the amendment proposed by the Liberal Party.
