Mr. Joseph Chan Yuek-sut (in Cantonese):—So I feel there is no need for a comprehensive review.

The second thing is whether we are asking for improvement because of the concern expressed by the Chief Executive. This is not the case. Our purpose is to vow determination and support for the opinion of the leader. Even if Mr. TUNG had not mentioned it, we would still step up work in this respect. So we still have to consider how to conduct a review. We are now stepping up work to monitor cleaning work in the districts, mobilise more participation, see that relevant Government departments perform their duties well and cooperate with departments to step up enforcement. All of us should go for this.

On stepping up education and publicity, there are various aspects to it. A colleague has pointed out that there would be no need to spend on large scale programmes. I think our efforts in promoting participation in districts are effective. Those who did not attend district activities are unaware of the message, so a lot of people have forgotten this important message for Hong Kong. Members of the Joint Steering Committee consider that there is need to stage a large scale activity so as to increase people's awareness. Well, those are minor points. They should not affect the amendment to the motion.

Mr. Chairman, before I conclude, I want to call on colleagues to support my original motion because the content of the amendment gives rise to misunderstanding and is not necessary at all.
