difficult to cast a vote against it, but then some Members mentioned just now that there might be difficulties in implementation. Accordingly some Members are against it while others are for it.
The question will be put to the vote again. I hope those who have abstained from voting will state their stance to ensure smooth running of the meeting. Please do not embarrass me.
Mr. Lai Hok-lim (in Cantonese):—Mr. Chairman, since you have asked us to re-vote, I hope you can state the basis for the re-voting.
CHAIRMAN (in Cantonese):—The reason for the re-voting is that there is a tie vote.
Mr. Lai Hok-lim (in Cantonese):—If such a rule was laid down because of this, it would mean that re-voting will be resorted to whenever there is a tie vote in future, wouldn't it?
CHAIRMAN (in Cantonese):—It is because there are now four abstentions ... Mr. Pao Ping-wing please.
Mr. Pao Ping-wing (in Cantonese):—Mr. Chairman, about the question raised by Mr. Lai just now, (the answer is that) you have the casting vote, but having considered the various factors, you have decided to consult everyone and hand over the right to us instead of exercising it yourself. If it is acceptable to us, the Chairman has the right to resort to the above means.
The Standing Orders have not provided for the way to handle specific cases in details, but its spirit is that the Chairman is empowered to handle matters in the above way with the agreement of the full Council.
CHAIRMAN (in Cantonese):—Yes. For future cases, they can be solved by my casting vote, but as far as this sensitive case is concerned, I have to act prudently. I do not object to stepping up the control over hygiene.
Mr. Ip Kwok-chung (in Cantonese):—Mr. Chairman, I want to make it clearer. If there is again a tie vote in the second round of voting, will you give your casting vote?
Chairman (in Cantonese):—If there is again a tie vote, I will give my casting vote.
Mr. Szeto Wah (in Cantonese):—Mr. Chairman, you have made your decision on the re-voting too rashly. You should have asked Members who are present whether they agree to vote again. The second round of voting should be made only with everyone's agreement.
