-out here that soliciting advertisements is a very good idea but it might not be appropriate for some advertisements to be placed in the Council's venues. I cannot go into detail here, but I wish to point out that the advertisements must be in conformity with the Council's cultural policies while the contents and the products concerned must be acceptable to the Council. The scopes and sizes of the advertisements must be in line with our policies. The influence of the advertisements on the internal and external facades of the venues is also our concern.
A clear policy must be laid down on the selection of suitable places. Consideration should be given to their conformity or otherwise with the venues. In identifying suitable locations, the relevant Select Committee of the Council should be asked beforehand to determine whether a certain venue is suitable for the placing of advertisements. If there was no clear policy, the Council's facilities might be affected and the spectators' views might be blocked by the advertisements. Advertisements on display boards might also cause confusion to the spectators. These are aspects that deserve our attention and concern.
To ensure that everything goes well against all odds, I have moved the amended motion. I have underlined certain words to draw your attention to them. I hope that if this motion is carried, it will be implemented at an early date, with the details worked out only after thorough discussion.
With these remarks, I move the amended motion.
MS. ADA WONG YING-KAY (in Cantonese):-Mr. Chairman, I second the motion.
CHAIRMAN (in Cantonese):-The original motion has been amended by Mr. Daniel To. I will invite Members to speak in accordance with the list of registered speakers. Mr. CHAN Noi-yue please.
MR. CHAN NOI-YUE (in Cantonese):-Mr. CHIANG'S motion has already provided a lengthy analysis and explanation. I support his motion because increasing revenue and cutting down on expenditure has been the Council's financial principle. Advertisements should of course be placed only on suitable locations. There is no question of compulsory display on unsuitable locations. I therefore strongly support Mr. CHIANG's motion. The motion also mentions the need for active examination, but it is not confined to any particular point. If it was, of course discussion would take time. The examination might cover several aspects, such as the feasibility. Advertisements would be placed only on suitable locations. I believe this is not a serious problem and am sure that Members share this view. I therefore support the motion. Thank you, Mr. Chairman.
