HONG KONG PROVISIONAL URBAN COUNCIL
RESOLVED that the Designation of Libraries (Urban Council Area) Order 1998 be made under Section 105K of the Public Health and Municipal Services Ordinance. Cap. 132.'
The purposes of the Order are to designate the premises of No. 702, 7/F, Tsz Wan Shan Shopping Centre, Kowloon as a library and to amend the Schedule to the Designation of Libraries (Urban Council Area) Order 1986.

'Under the principle of matching with the Council's image and the environment of various venues, RESOLVED that the Council actively examine giving permission to commercial organizations to display advertisements on the inner and outer walls of the Council's venues as well as other suitable places, and in the Council's various publicity materials, in order to increase the revenue of the Council.*
He said (in Cantonese): My motion today is:

As the Chairman of the Finance Select Committee, I know everyone is aware of the fact that in two years' time, that is, by 2000, we will be suffering from very poor financial conditions. Our only alternative is to step up our policy on increasing revenue and reducing expenditure to ensure that our municipal services will not be adversely affected.
I have moved the motion today with emphasis on increasing revenue. We hope that the facilities of our venues, including the inner and outer facades of the complexes and other places, will be fully used for the display of advertisements to increase our revenue. In fact, some of the Council's existing venues are so used. For example, a large electronic advertisement board has been installed near the entrance of the cross-harbour tunnel opposite to the Hong Kong Coliseum since several years ago.
