and due to various management considerations, the management bodies of the buildings cannot exercise effective control over the environmental hygiene of the rear lanes. In this regard, I think the Urban Services Department can assist by identifying the owners of the rear lanes and, in accordance with the Public Health and Municipal Services Ordinance, issue a notice to them, requiring them to clear the refuse and keep the rear lanes clean so as to ensure the health of the residents.
Following the rapid development of society, the public now have higher expectations on the quality of life and living environment. This has also given rise to many building management problems that need to be solved. Clearly, while proper building management depends very much on the efforts of owners and management bodies of private premises, assistance and guidance from the Urban Council and the Urban Services Department are also required in order to solve problems relating to their respective scope of business. I point out these problems in today's Annual Debate, in the hope that my colleagues will give attention to them, the Council will make further improvements in these aspects in its programmes for the coming year, and the Urban Services Department will play an assisting role in improving the management of private buildings.
These are my remarks.
