MR. WEN CHOY-BON (in Cantonese):-I consider Mr. SZETO Wah's motion to be a rather hollow one and therefore I do not have much comment.

Rather I have something to say about the speeches of a number of Members. I appreciate those who put forth constructive and forward-looking proposals but about those who intended to attack or smear some of the colleagues through their speeches on the motion if this is the case-I regret deeply.

And then individual Members compared the present Council to a can of food with worms—even though she was quoting from others—and said how ashamed she was to be a UC Member now. If this is really the case, I wonder what her mentality is. How is she going to actively serve the public and make recommendations on the future of the Council? I therefore consider that if individual Members have such a mentality, they should pull themselves together and actively provide views to the Council. Do not give up.

MR. SZETO WAH (in Cantonese):-Mr. Chairman, first of all I wish to respond to Mr. Christopher CHUNG Shu-kun's remarks. Firstly, about the misconduct that Mr. Li Wah-ming described, we did not say that none of the Democratic Party Members had ever committed it. In making such criticisms, we also intended to remind Democratic Party Members not to commit the mistake again. We were not smearing anybody. We only wanted to improve the overall image of the Council.

The second point is that under general standing orders, you are allowed to criticize someone's remarks but not to speculate on his motive. Under the Standing Orders of the former Legislative Council or the prevailing ones, this is considered a violation of the Standing Orders, I hope that Mr. CHUNG Shu-kun takes the trouble to familiarize himself with this council culture.

There is a multitude of areas which the Council is required to improve but to get a job done hinges very much on the methodology. The most important methodology is to find out the key. What is the key? Mr. TUNG Chee-hwa is a supporter of Confucianism, which has a famous saying, 'better oneself and then you can better your family, your state and the world.' The fundamental spirit of the saying is that one must begin with oneself. In our case, oneself refers to the Council and the Department and if we were to improve the municipal services, we must improve the internal operation, or else there would
