created by all Members. There are political parties which, in a bid to attract attention and fish in troubled waters, fool the public by making use of issues with grey areas. For example, there was the proposal of closing down a slaughter line in the Cheung Sha Wan Abattoir but when the question was put, the Democratic Party abstained from voting, which was something that it moved! Don't Members consider that its morality calls for concern?

Very often there are Members who put up very crude ideas. They just blurt out whatever that comes to their minds. This would only waste everyone's time, protract meetings and make a lot of people impatient. There are also occasions on which, to everyone's great surprise, they attack their own decisions. Take the Central Library for instance. A member of the Democratic Party has been the chairman of the Libraries Select Committee but in those three years they did not have the design competition open to the public. When eventually some Members supported the original resolution because that was what they had been doing, the Party vetoed it. Although the veto was not carried, everyone saw how they behaved. This is a problem of intelligence.

At meetings, we often see some Members going outside to rest. It is not known whether it is because there is something wrong with their physical health or they lack energy that they have to leave the chamber so frequently. Just look around and see how many are still present. This is a problem of physical health.

At meetings, there is factionalism with different parties attacking each other. What do you think about gregariousness? Many have stressed that it is not possible to change the adversarial politics in the Council. In this way, how could gregariousness be developed?

About the creation of a good image. People are often dressed up for banquets, but look around us. What you see speaks for itself. The Chinese always mention "clothing, food, accommodation and transport". It is needless for me to explain why "clothing" is at the top of the list. There are people who do not respect the Council at all. Hence, there is a need for Members of the Council to carry out in-depth reviews in the aspects of morality, intelligence, physical health, gregariousness and aesthetics.

Mr. Chairman, with these remarks, I support the motion.

Ms. ADA WONG YING-KAY (in Cantonese):—Mr. Chairman, my speech today is made in support of Mr. Szeto Wah's motion. I am also glad that I have a chance to say something about the Council's image.

Since I was elected an Urban Councillor two and a half years ago, members of the public have been talking to me about the Council. An experienced former UC Member compared the Council to an expired can of food inside which worms were growing. As to members of the public, most of them sigh in disapproval. Those who do not sigh express indifference to our work,
