they have given, and also thank the Departmental staff whose hard work has made this year's Annual Report more appealing in layout as well as in content.

With these remarks, I beg to move.

MR. SUEN KAI-CHEONG, CHAIRMAN OF THE ADMINISTRATION SELECT COMMITTEE (in Cantonese):- Mr. Chairman, Members, the 1996-1997 Urban Council Annual Report is a record of the Council's major work and achievements in the year. Members will notice that the Annual Report has taken an entirely new layout, using the 13 Select Committees as the framework to present a clear illustration of the work of the Council in the year. The inclusion of a number of gracefully composed photographs of professional standard adds to its appeal. Moreover, its content is also enriched by the various statistical charts and tables which are clear and easy to understand.

The cover of the Annual Report features a bauhinia covered with morning dew, symbolizing the vigour and vitality of the Council. The folded sheet inside the cover shows the Council's 5 large scale capital works completed during the year, while the various chapters introduce, with picture illustrations, the work, activities and achievements of the Council.

I would like to thank the editorial board, which comes under the Public Relations Sub-committee, and the Public Information Unit of the Department for their hard work in these months and their rigorous working attitude in producing the Annual Report.

Mr. Chairman, I hereby second the Motion.

MR. JOSEPH CHAN YUEK-SUT (in Cantonese):- Mr. Chairman, the Administration Select Committee, the Public Relations Sub-committee and the Public Information Unit of the Department contributed a lot to this Annual Report. The achievement is outstanding. We must thank all concerned.

As for the cover design, a pink bauhinia against a light green background brings out the theme of a magnificent peony supported by green leaves. The image is soft and appealing and it soothes the eye. However, I find the words 'Urban Council Annual Report 1996–97' not very prominent. The words are in fact quite small. It would be better to make them bigger or more conspicuous. Maybe if we adopt another colour, the effect will be far better.

As for the content, I find it quite rich. Photographs have been carefully selected and they are representative of the services and activities of the Urban Council in the year. The still photos are very artistic too. The photos of UC capital works completed in the past year include Siu Sai Wan Sports Ground, Smithfield Road Complex, Wong Nai Chung Complex, Po Kong Tsuen Road Indoor Games Hall, Ko Shan Theatre redevelopment and the public toilet in Sugar Street. All these buildings are artistic. If people insist on being critical
